      Mustafa has been an energy regulatory lawyer for over 19 years. He has experience advising a wide variety of energy industry participants, including wholesale power suppliers, electric generators, energy marketers, large commercial end-users, and interstate natural gas and crude oil pipelines, in matters involving nearly all facets of regulation by the Federal Energy Regulatory Commission (FERC). His expertise involves matters under the Federal Power Act, the Natural Gas Act, the Natural Gas Policy Act, and the Interstate Commerce Act, and the regulations and policies resulting from these statutes. Mustafa is skilled at complicated regulatory analyses, administrative litigation, and rulemaking proceedings. Mustafa also frequently advises electric market participants in a variety of matters involving Independent System Operators/Regional Transmission Organizations (ISO/RTOs) across North America.

      Mustafa brings over a decade of experience preparing and negotiating complex and novel commercial transactional documents involving a variety of energy products and infrastructure, including:

      • power purchase agreements (wind, solar, and battery storage resources);
      • industry-standard master agreements (e.g., EEI, WSPP, ISDA, NAESB);
      • energy management agreements;
      • natural gas asset management agreements;
      • gas pipeline precedent agreements; and
      • liquids pipeline throughput and deficiency agreements

      Mustafa has extensive experience advising market participants on federal energy regulatory compliance and enforcement matters. He develops compliance programs that are tailored to thescale and complexity of organizations, as well as detailed compliance training and compliance risk assessments. Mustafa’s enforcement defense experience includes representing clients in investigations by FERC, the market monitoring units of ISO/RTOs, the CFTC, and NYMEX.

      Mustafa’s prior experience includes senior in-house counsel roles (for a leading wholesale power provider and a large interstate pipeline operator), associate roles at international law firms, and, notably, as a lawyer within FERC’s Office of Enforcement, Division of Investigations.

      Outside of the office, Mustafa is a husband, dad, and avid (yet remarkably slow) cyclist.
