Celia has over two decades of experience counseling clients on regulatory and policy matters before the Federal Energy Regulatory Commission (FERC) and Department of Energy (DOE). She has a deep understanding of administrative and energy regulatory law informed by her years in both private and public practice. Celia assists clients with federal regulatory issues related to the development, ownership, and operation of electric assets, including obtaining and maintaining all necessary regulatory permits and approvals from FERC and navigating tariff requirements and organized market rules.

Prior to joining the firm, Celia spent 13 years in the Office of the General Counsel at DOE, where she advised the Office of Energy Efficiency and Renewable Energy on rulemakings, regulatory activities and enforcement matters.

In her free time, Celia enjoys spending time with her family, getting lost in a good book and taking long walks with her dog.
