Alyssa focuses on federal energy regulatory matters related to the development, ownership and operation of electric generation and transmission facilities. She assists clients with obtaining and maintaining permits and authorizations from the Federal Energy Regulatory Commission, including under Sections 203, 204, and 205 of the Federal Power Act, the Public Utility Holding Company Act of 2005, and the Public Utility Regulatory Policies Act of 1978.

Before joining Rock Creek, Alyssa worked in private practice representing Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs) in front of FERC and state commissions and in FERC’s Office of General Counsel, advising the Office of Energy Projects.  Alyssa also interned with FERC’s Office of Enforcement, the Assistant Secretary to the Navy for Energy, Installations and Environment, and the Pennsylvania Office of Attorney General, Environmental Crimes Division.  Prior to law school, Alyssa worked as an environmental compliance professional at the Naval Facilities Engineering Command.

In her free time, she enjoys hiking, rock climbing, and paragliding!
